(FR) L’étagère des publications scientifiques sur l’histoire des dispositifs identificatoires en Belgique étant plutôt vide, cet article tente de réanimer ce domaine en passant par l’histoire des techniques administratives. Notre attention se porte sur l’introduction du Personal-Ausweis en Belgique pendant la Première Guerre mondiale et, plus particulièrement, dans la zone administrative dite du Groß-Brüssel. Introduit par le régime d’exception du Gouvernement Général de Belgique, nous examinons en détail les rouages administratifs qui ont soutenu et permis cet encartement forcé de la société belge occupée. Pour comprendre le rôle des instances communales en la matière, nous revenons sur leur place essentielle dès le siècle précédent dans la tenue des registres de population. Après avoir saisi leur rôle en matière d’enregistrement de la population, nous nous concentrons sur les relations qu’elles entretiennent avec l’administration allemande au sujet de la délivrance des certificats d’identité dans la capitale envahie. Enfin, l’article explore les multiples utilisations de ces Personal-Ausweis. Ces papiers d’identité deviennent très rapidement des instruments essentiels pour le pouvoir allemand, guidé par le besoin de contrôler les masses en vue de maximiser les efforts de guerre.(EN) This article seeks to invigorate the study of identification systems by delving into the history of administrative techniques, addressing the notable scarcity of scholarly work on identification practices in Belgium. The analysis centres on the introduction of the Personal-Ausweis in Belgium during the First World War, with a particular focus on the administrative region known as Groß-Brüssel. Implemented under the state of exception imposed by the General Government of Belgium, the article explores the administrative mechanisms that enabled and sustained the forced identification of Belgian society under occupation. To illuminate the role of local authorities in this process, it first examines their pivotal function in maintaining population records, a responsibility they had fulfilled since the previous century. Building on this foundation, it analyses their interactions with the German administration concerning the issuance of identity certificates in the occupied capital. Finally, the article investigates the multifaceted uses of these Personal-Ausweis. Designed to serve as instruments of control, these identity documents rapidly became essential tools for the German authorities, driven by the imperative to manage the population and maximise the war effort.(NL) Aangezien er weinig wetenschappelijke publicaties bestaan over de geschiedenis van identificatiemiddelen in België, tracht dit artikel dit domein nieuw leven in te blazen aan de hand van de geschiedenis van de administratieve technieken. Onze aandacht gaat uit naar de invoering van het Personal-Ausweis in België tijdens de Eerste Wereldoorlog, en meer bepaald in het administratieve gebied dat bekendstaat als Groß-Brüssel. We onderzoeken in detail de administratieve mechanismen die deze gedwongen registratie van de bezette Belgische samenleving hebben ondersteund en mogelijk gemaakt, en die werd ingevoerd door het uitzonderingsregime van het Algemeen Bestuur van België. Om de rol van de gemeentelijke instanties in deze kwestie te begrijpen, kijken we terug naar hun essentiële rol in het bijhouden van bevolkingsregisters in de vorige eeuw. Nadat we hun rol op het gebied van bevolkingsregistratie hebben verduidelijkt, concentreren we ons op de relaties die zij onderhielden met de Duitse administratie met betrekking tot de afgifte van identiteitsbewijzen in de bezette hoofdstad. Ten slotte onderzoekt het artikel de vele toepassingen van dit Personal-Ausweis.
