Occupations and attitudes of operational meteorologists, engineers and weather investigators are reviewed, and the communication gaps in their spectrum of wind activities are discussed. The desirability is shown of initiation of an European certification program for meteorological advisors. For the spectrum of wind itself is shown, that the existence of a special gap for wind variation periods around one hour follows logically from atmospheric scale analysis. The occurrence of a diurnal peak in the spectrum appears to depend on observation height. A review is given of recent developments I the meteorological derivation of engineers’ design wind speeds.Een overzicht wordt gegeven van bezigheden en gewoonten van operationele meteorologen, ingenieurs en weeronderzoekers, en de communicatiekloven in hun spectrum van windwerkzaamheden worden besproken. De wenselijkheid wordt getoond van het instellen van een Europese certificatie voor meteorologisch advieswerk. Inzake het windspectrum wordt aangetoond, dat het optreden van een energieminimum (special gap) bij variatieperioden omstreeks een huur logisch volgt uit atmosferische schaalanalyse. De aanwezigheid van een dagelijkse-gang-piek in het windspectrum blijft afhankelijk van de waarnemingshoogte. Een samenvatting wordt gegeven van recente ontwikkelingen in de meteorologische bepalingsmethoden voor ontwerpwindsnelheden ten behoeve van ingenieurs.Les activités et les habitudes des ingénieurs et des météorologistes opérationnels sont passées en revue ainsi que celles des chercheurs en météorologie. Les difficultés de compréhension existant entre ces groupes, quand il s’agit du vent, sont discutées. On montre combien il serait judicieux d’établir un programme européen d’étude aboutissant à la délivrance d’un certificat de conseiller en météorologie. Pour ce qui est du spectre d’énergie du vent en fonction de la durée de l’intervalle d’observation, on montre que le minimum observé autour de la période d’une heure, résulte logiquement d’une analyse d’échelle des phénomènes atmosphériques. L’existence du maximum secondaire semi-diurne semble bien dépendre de la hauteur d’observation. Enfin, on donne à l’intention des ingénieurs, un aperçu des développements récents des méthodes d’estimation des vitesses maximales du vent les plus probables.
